A client is having an issue with her pipes, and the respective governments (county vs. city) are passing the buck back and forth, with no one doing anything to fix the issue. Sewage has been backing up into the house for the past 6 weeks, and there are clearly roots in a neighbor's property causing the problem.

 

The client needs someone to advocate on her behalf so that either the county or the city will actually do something to fix the issue.
